Education Oversight

MEMBERS: The Education Oversight Committee shall consist of the President-Elect, the First Vice President, the Second Vice President, the chair of the Education Committee, the Chair of the Career Development Subcommittee, the Chair of the Curriculum Subcommittee, one member at large, and the U.Va. Representative. The Education Oversight Committee shall have two subcommittees: Career Development and Curriculum. The President shall appoint the members of the subcommittees, which shall include, in addition to as many other members as the president shall appoint, one Deputy Treasurer, one Town Treasurer, and the UVa Representative. The members of the subcommittees need not be members of the Education Committee.

PURPOSE: The Education Oversight Committee shall set the educational goals for the Association, relate those goals to the appropriate subcommittee, and monitor the progress of the subcommittees in achieving those goals. This committee shall determine the overall educational agenda for the Treasurers’ Association, deciding on new curriculum and general scheduling of courses. This committee is responsible for overseeing the Certification Program administered by the University of Virginia. The Oversight Committee will review the contract with the Weldon Cooper Center for Public Service and provide input to the Association President and periodically review the Center’s performance.

METHOD: The Education Oversight Committee shall meet as needed to set educational goals for the Association and to discuss educational policy issues. The appropriate subcommittee will be assigned tasks to achieve the agreed-upon goals. The Career Development Subcommittee shall be in charge of scheduling the educational activities of the Certification Courses, Local Government Officials Conference, District Meetings, Annual Conference, Deputy Training, and New Officer Training. The Curriculum Subcommittee shall identify and develop courses for the Treasurers' Certification Program and provide for any other educational needs of the Association.

MEMBERS: The Continuing Education Committee is a subcommittee of the Education Committee. The President shall appoint the Chairman of the Career Development Committee and the members which shall include the 1st Vice President, one Deputy Treasurer, one Town Treasurer, and the UVa Representative, in addition to as many other members as the president shall appoint.

PURPOSE: The Continuing Education Subcommittee shall be in charge of scheduling the educational activities of the Certification Courses, Local Government Officials Conference, District Meetings, Annual Conference, Deputy Training, and New Officer Training.

METHOD: The Continuing Education Committee will work with the president of the Association and the U.Va. Representative to schedule educational programs at LGOC and the District Meetings. The Continuing Education Committee, the president, U.Va. Representative and Annual Conference Committee will work together to plan the education agenda for the annual meeting. The Continuing Education Committee, the president, U.Va. Representative and Compensation Board Training Coordinator will develop the programs for New Officer Training and Compensation Board-sponsored Deputy Training.

MEMBERS: The Curriculum Committee is a subcommittee of the Education Committee. The President shall appoint the Chairman of the Curriculum Committee and the members which shall include the 2nd Vice President, one Deputy Treasurer, one Town Treasurer, and the UVa Representative, in addition to as many other members as the president shall appoint.

PURPOSE: The Curriculum Subcommittee shall identify and develop courses for the Treasurers' Certification Program and provide for any other educational needs of the Association.

METHOD: The Curriculum Subcommittee will identify existing courses that can be used to expand the current cadre of courses. The committee will work to develop courses in-house as needed, appointing a sub-committee to work on specific topics. The committee will oversee the development and administration of exams to ensure that the exams test concepts covered in the course materials. They will be responsible for identifying existing texts, developing and maintaining course materials, updating manuals as necessary. The Curriculum Subcommittee will oversee the timely delivery of courses and ensure adequate advance notification to the members of the Association.

MEMBERS:Appointed by incoming president. Although not mandated, chairperson should serve for minimum of 4-5 years to provide continuity.

PURPOSE:To represent the Association before the General Assembly and other Associations.

METHOD:Solicit proposed law changes from general membership at annual meeting, district meeting, etc. Coordinate proposed changes with legislative representative. Conduct meetings, as required, of the Legislative Committee to review proposed changes. When necessary, coordinate proposed changes with other associations. In conjunction with legislative representatives, monitor general assembly activity. To organize Association’s annual T-Day activities.

 

 

Public Relations

MEMBERS: Appointed by the President

PURPOSE: Promotes the position of treasurers as constitutional officers, publicize the important services treasurers provide for the public and prepare and distribute a periodic newsletter for the membership.

METHOD: Monitor customer service and public relations areas. This can be accomplished by asking individual treasurers to furnish copies of customer service/public relation documents that they have developed and found successful. With the consent of the treasurer, make these documents available to other treasurers.
Make treasurers aware that this committee has a variety of customer service/public relation documents that can be used or adapted to fit their office.
Information for the newsletter is solicited from the officers, board members, district chairs and the general membership. Information is compiled and edited for inclusion based on its usefulness, importance or entertainment value to those reading the newsletter. After approval by the President of the association, the newsletter is distributed by email to all members and is posted on our website. A minimum of two newsletters should be prepared each year, but more if sufficient information is received.

Innovations and Technology

MEMBERS: Appointed by the President

PURPOSE:To assist the TAV membership with updates in technology and innovations that may be used in the performance of Treasurers’ duties. To review and evaluate new innovations that may be utilized to enhance and improve Treasurers’ operations and service to the taxpayer. To work closely with other localities and the Commonwealth of Virginia during technological enhancements and provide assistance where possible.

METHOD:To review and work closely with other localities and the Commonwealth of Virginia to develop processes to better serve the taxpayers throughout the Commonwealth of Virginia. Provides for membership input and testing of new products that would be considered for use in our Treasury operations. Respond to individual localities needs base upon a request for assistance and disseminate the discovery of new software and hardware to TAV membership.
Assist the Commonwealth of Virginia when consideration is given for new programs which impact the Office of Treasurer.
